I think the sentences are too long.
It wouldn't take thirteen years to learn a lesson and not do it again.
Even five years would make other people think twice about doing the same thing.

You may be right. I think they also need some form of rehabilitation as well as it is likely some white supremacist prison gang will recruit them. Maybe they were raised hateful by their parents? Regardless, they can change if they put the effort in.

I understand why you expected another answer, most likely some typical loyalist one about taigs or something, right? I have had controversial views on a number of topics, including the Northern Ireland issue, but I do not want to see innocent people harassed, hurt or even killed, regardless of what political affiliation they or their family belongs to.

First, they won't spend 13 years in prison.

Second, they fucking pulled out a loaded weapon and threatened to kill people because they were black. 

Some poor bastards who got caught with weed a few times have spent more time in prison.

I reckon if you point a shotgun at folks for no good reason you ought to do time. How much? Good discussion, there. Perhaps 13 years is too long, but I won't be shedding many tears.
