Honestly only because I went on a journey to find the truth 15 years ago, and took years to one, understand what I and the general public is told is truth, and then two, break through the barrier and find out there was more to life that the military was keeping secret as classified top secret. I know how strange this all sounds, but the technology that exists in reality is far ahead of what the general public is aware of at the highest levels. This should be common knowledge, but I was surprised to find out how far advanced it actually is, and now in the year 2017 most people are acting like we are in the year 1990. They have been keeping these secrets for a lot longer then people think, and it's building at a faster rate than the consumer sector is getting.
After time I started meeting like minded people which led me to people in military that are involved in some of this, but most of what I find is on the internet because the media will never talk about what is supposed to be secret, but people with similar sources know parts of it, and when you talk to enough people, you get the bigger picture. The internet is really just a way for people to communicate outside of their social circles of influence.
There is still a lot I don't share here, but for now it's ok, because although most don't understand, this is going to come out soon. The corruption of the elite will soon be exposed, and just wait. Don't know how many of you know about weeping angel, but just one thing that is used and now there are cyber attacks that happened today as a result. The news will come out soon, and events are accelerating very rapidly. We are living in strange times, and you will all witness what is about to happen...

So here is the proposal for the underground tunnels from the RAND corporation. Rather then use them for public transport the military instead created them to connect the underground bases they have built, using very high speed magnetic levitation trains. This is from 1972. The tunnels exist.

Yes, the vactrain idea has been around a long time, on the order of 100 years (and Elon Musk is championing it today). Unfortunately for you, the tunneling technology keeps the idea prohibitively expensive. Not even black budget funding could pay for the type of system you're describing.
