Because the very officials who would be responsible for ordering its enforcement feel it is necessary to pander to the congregants of those churches for votes.

That is precisely right. However, churches by IRS law are automatically tax exempt and not required to apply for 501c3 status. If they are a 501c3 though, they are bound to political silence.

So does that law of automatic Tax exempt also apply to wicca and Satanic groups?

If they register as a church and are accepted as such, yes (in the U.S.).

The IRS isn't subject to voter approval, so if somebody were to tip them off, say send some incriminating evidence to the right people...
