It's not the number of dogs in the fight that matter but that there is a fight.  

The problem is that aren't sure who is promoting the fight.  It might be a legitimate traditional domestic dust-up.  Or it could be promoted by a whole cast of domestic and foreign enemies.  So you have to consider who will benefit from large displays of domestic turmoil in the US at this time.  There's a whole telephone book of suspects from around the world.  Mexican drug cartels, North Koreans, Russians, Islamic terrorists, China, Cuba, Israel, Turkey, assorted Arab countries, the Democratic and Republican parties, domestic billionaires, the CIA, the NSA, or any numbers of combinations of them should all be regarded as suspects. 

All of those suspects will benefit from domestic turmoil within the US.

We simply don't know how many layers there are in the onion.
