It was decided long ago to do away with negative reps, as it left the system open to flame wars.
At the age of five, Skagra decided emphatically that God did not exist. This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair. Only Skagra responded to it by thinking, 'Wait a second. That means there's a situation vacant.'

I'm just of the mind that if they're dumb enough to need it, it won't have the intended effect on them.

Point is, though, that it's not a fair arena. Person A neg-reps person B. B then neg-reps A. A's mates, C, D, E, F and G, then pile on and neg-reps B. B is now negged to the tune of six rating points, whereas the other players are down one point each due to the nature of the rep system.
Out here in open forum, everybody can fight their case publicly and defend themselves equally publicly.

You only think that the trigger to evolve is survival but you right now evolve even without having the problem of survive so survival play only a part in evolution.
The main reason why trigger evolution is something else but that is something that you guys will learn once you get out the false safety of your cocoon. (canary syndrome)
