I don't know. Maybe they figured she wouldn't be blatantly racist at the height of their success? Maybe they wanted to make a cash grab before she lost her mind? Who knows?

It seems that people are really more pissed at Roseanne's muslim comments than they are about her reference to the Planet of the Apes.  The issue is complex and there's no clear reason why Roseanne would verbally attack a relatively low level hack such as Valerie.  One of the smear tactics previously used against Valerie was that she supposedly had said something to the effect that America should become more Islamic.

That gained traction with some people because, although she was alleged to have said it before she got a federal government job, once she was in government she did venture into foreign affairs which was outside of her official job description.  That pissed some people like the secretary of defense Gates off.  https://en.wikipedia.org/wiki/Valerie_Jarrett  So all of that was public knowledge which may have been percolating in Roseanne's brain.

As far as the Planet of the Apes is concerned she is biracial and mostly white.

The bottom line is that unless Roseanne specifically says that she was making a racist comment I see it more as a religious attack against someone she assumed was a muslim or muslim sympathizer.

I never saw the new show but I liked the old one when I was a kid and I had a crush on all the female actors.
Must have just been that time in my life.
I've seen a picture of that woman she tweeted about and the first thing that struck me was that she looks like an actor out of planet of the apes. Something about her jawline.
I don't normally think that when I see a black person.

I think using it as an insult is what makes something 'true' (in this case, VJ does resemble a character from planet of the apes) racist.  Because it was meant to degrade her by comparing her to an ape, it was deemed racist.  Although, if you don't know the person is black, while the insult is still racist, I don't think it makes you a racist person.  You need to have intent for it to reflect on you as a person, in my opinion.

Racist kids are raised by racists but often enough without any overt indicator that what they've been taught -is- racist..which leads to oh so many "is it racist if" lines of questioning.

While the desert of unintentional racists might be an amusing subject..their being unaware of their own racism does not make that racism "not-racism".  Probably something we should address...since...to hear the story told, the country was suddenly infested by unintentional racists of late.
