Before you ask why something is, you should show THAT something is. 'Regulating everything' is a gross exaggeration and so is 'no regulation of immigration'.

It's why Ryan voted for the Trump tax cut. Ever since he was in college, he has had something similar planned.
His incentive to vote for the tax plan was to balloon the deficit, so Medicaid, Medicare and SS would have to be cut.
