No it is a school who's dress code or code of personal hygiene has been broken.
It would be one thing if they made a rule after this kid showed up and then sought to enforce it. it is another to have an existing rule and then have some little douche' showing up at school who does so knowing they have broken the rules.
The proof this is not a race thing? the fact that other black kids have been and currently enrolled in the school. the problem is not with skin but with hair.
Little douche needs to understand he has to conform to society now otherwise will be on the outside for no good reason for the rest of his life.

The dress code itself is racist. Much like most dress codes across the country are incredibly sexist. Though one shouldn't be surprised, it's Florida.
"Tradition" is just a word people use to make themselves feel better about being an asshole.
