God does not lie here. God put a lying spirit in the mouth of the prophet meaning God placed a spirit who default was lying into a prophet meaning the prphet would lie via the spirit. Then God bad things to happen to king ahab

If God could not lie He would not be all powerful.. An all powerful God does not have to yield to morality.. if he did whomever set the moral standard would then be God. because he has the power to make this god obey his rules.
