Not necessarily. If you put a .22 round in a 9mm handgun it won't work. If you put a .50 round in a 9mm handgun, you'll probably wreck it.
Well, you could turn a 9mm round into an explosive bullet, then it could outclass much larger rounds.

And again, regardless of model, the cheapest way to reduce firearm violence is for the companies to care where their products end up.

What's clueless about it? You implied that it doesn't matter what sort of cartridge you put into a 9mm. I showed that it matters quite a lot (I'm no gun expert, but I'm betting that the preferred round for a 9mm handgun is a 9mm round).
And it's not terribly difficult to turn your ammo into explosive rounds.

How far do you think you can run in 1 1/2 seconds? I can reliably change a magazine that quickly

Most attempts I have heard of people trying that stupidity end up with stumps on the arms -( only printed accounts I have seen) if they are lucky enough to survive.
The inertia of being fired from the barrel is usually sufficient to detonate any pressure sensitive explosives.
