If they're stroking each other off, better make it good, what with only having one stroke!

But maybe also, some people are giving them out, all willy nilly, in an effort to devalue the rep points and make a statement that it's all just a bit of fun and that scores don't really matter.

Some people have this online X-factor whereby they sign up to a forum and in just a few days they're family and everyone is familiar with them and handing them reps. And I don't think it's just simply posting on a regular basis (though if you post way too much, that certainly helps), but making an effort to bond with everyone and make friends and such (by participating in social threads and laughing along and posting pics of themselves and so on).
Then you have people who make almost objectively great posts or are really good at debates, and are likable by the majority here, and so have gained a lot of reps as a result (but these tend to be a mere handful).

Sure, that's a possibility, I suppose. Even with that in consideration, it seems to be more of a popularity contest; people who toe the political line, partake in the corny internet "humor" and generally kiss the asses of the perceived "powers that be" tend to get flooded with rep points.
It is, however, a generally meaningless system. If we can't even answer what the function of having a reputation score is, we won't care about what each reputation score "means."
If you're frightened of dying, and you're holding on, you'll see devils tearing your life away. But if you've made your peace, then the devils are really angels, freeing you from the Earth.

The easiest way to get reps or kudos has always been dropping the ban hammer.
