I think it probably only counts as hoarding when it starts to have a negative impact on your life.

I saw a guy on TV the other day who always ate in his car and never, ever, got rid of the packaging. He'd dump out a drink but he wouldn't throw a half-eaten food item away. The cops pulled him over because he was basically sitting in a pit with trash to the ceiling and blocking the front and rear glass.

That's a hoarder. Great

Now substitute other things - toilet paper, cars, ammunition or guitars.

Do the numbers change?

If 100 rolls of toilet paper is hoarding - is 100 bottles of wine a hoard or a collection?

And lastly - have you ever noticed that a description of hoard varies by the approval of the person deeming it a hoard? Or by the fact that they only have a couple left?
having 1000 rounds of ammo is hardly hoarding. you can blow that in a weekend especially with a bump stock.

I think the primary difference is having so much it disrupts those around you. or you have to rope off sections of your house/living space to accommodate the items.

For instance - I have Saturns. Primarilly SC2s.

I currenty have 14 +. (Hard to say how many - as I have parted many out). 8 are drivable.

To me - it's simple - I like them, they are fun to drive and simple to work on. However - they don't make them anymore (almost 20 years) -and parts are getting harder to find. 

Some people think it's a goofy hobby. Some an obsession.

However - the latest one I bought - I paid $350. I paid my neighbor $150 to haul it home using my dolly and his truck (better suited than mine for longer hauls).

I put a couple days work in on it - using parts I had here. I could sell this $500 car easily for $2000. I have seen dealers asking $4000 for comperable cars.

What about when it has a negative impact on other people's lives? I happened to have stocked up on TP just before hoarding it became a thing; but I'm going to run out eventually and the paper products shelves are still wiped out every time I go to the grocery. These people need to get it together.

Collecting can get strange. Some years back I purchased a tchotchke of the lighthouse I was born near. I also grabbed a throw pillow to put on a wooden rocker with images of lighthouses that are on the same string of islands. The Cape Hatteras light soon became the go-to gift for me. I even have one that is striped red and green with Santa and his reindeer circling around it. I finally had to ask everyone to stop. Currently the pillow remains on the rocker and two tiny lighthouses are on a shelf in the office here at home. I wasn't collecting all that stuff, I was being tortured by where to put it all (even the stuff I didn't like) so as not to hurt anyone's feelings. It was an assault.

My mother had one ceramic owl. Soon, she had dozens of tchotchke owls as people thought she collected owls.
