Let's do an imagined scenario 

Let's say we have mike. Mikes a cop and he's not a racist and would generally a good guy .However mike belongs a police station that implicitly has a culture of prejudice and militant outlook on the neighborhood generally drilled into Mike a his colleagues. Mike isn't a racist but his training and occupation mean he views the world a certain way and works on the biases and culture of his station as in his mind these are not racist (a blindspot) .Mike isn't racist but nonetheless does nothing when one of his colleagues beats a black man to death the culture ,training and blindspots mike has he looks the other way of sides with his fellow officers  .Mike the man is a good person .Mike the cop is not .

I see what you are getting at. The human part of Mike is in precarious situation, just as a snitch on the streets might be. The human part of any cop, or anyone for that matter will instinctively act human when the time calls.

As longs as humans are part of the equation, there will be complications and controversy. Humans will do human things. Sometimes on purpose, because they are pieces of shit. And others will make mistakes.

I do not trust cops, but I also do not think they are all out to get me.

A very important component of a uniformed persons willingness to kill is their assumption that their society is behind them.

If police in this moment do not believe that, it stands to reason that they will be more reserved in their use of force - not because of any conscious decision, but due to a psychological factor working in the background. The more we support them, the more likely they are to kill. The less we support them, the opposite.

Now, I have had my fair share of beef with the police, because of the way that I look. I was once arrested for simply walking down the street. So I know first-hand that some of them are dicks personified. But not every cop is a prejudiced twatwaffle.

In Indonesia in the 1960s there was an (american backed) genocide of the countries communists.
There was a documentary crew a few years ago that wanted to interview some victims of the atrocities but the they were told it would be too problematic as the people who committed the atrocities were still in charge.
So they came up with the idea of asking the perpetrators to describe what they'd done.
Turns out, because there was absolutely no way they'd ever get in trouble for it they were only too keen to tell their stories.
So these now old men told and sometimes acted out how they killed because they were proud of what they'd done.
Its a disturbing film called the act of killing.
