If they don't honor his hereby orders they're doing seditious treasons to him, punishable by death.

It's a theory, I guess. ^I don’t think that theory holds water. When the Constitution refers to the federal government, the term ‘United States’ is used. When referring to the individual states, the phrase becomes ‘the several States’.
But it’ll be interesting to see what the current SCOTUS thinks about it. Boru
