With respect to equipment transfers….we gave them gear that was slated to be destroyed, valued it at a price lower than the cost we were paying to have it destroyed..then loaned or gave them the funds to cover that discounted to us amount as part of long term reciprocal agreements.

That has got to be the most insane thing I've ever heard. It's beyond ridiculous. The catapult isn't an add-on. It's a critical part of the ship and the vessel is designed around it. Interior spaces are different. The way the reactor interfaces with the ship's infrastructure is different. The steam catapult is much more maintenance-intensive, requiring a bigger crew. There would be a downgrade in the number of aircraft operations the ship can perform at once.
The only thing the orange insane man could accomplish is cancel the orders on the remaining ships or delay start of construction. Converting them is out of the question. It would require a complete redesign which would probably take years.
Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.
