Bollocks, saying something along the lines of "They got hit by tornadoes, serves them right for denying climate change" implies both that they are responsible and that they deserved it.

God did not cause those tornadoes, tornadoes like those that struck the south have been doing damage to the south for thousands of years even when there were no environmental issues. I do know this, God will prove His love to those who were affected by those terrible storms. To make jokes and crude comments about such tragic events does show ones lack of belief in God and a lack of human compassion.
