5000 metres? (meters for us US kids) ??
Might as well spend that money to extract a bit of H3 from the Moon! Rare Earth minerals are not "rare". Otherwise, we'd be recycling speakers and magnets. RE: Rare Earth on the Mid Pacific floor.

Technology to do this was not only possible but implemented in the 1970s, when there was interest in recovering magnesium concretion nodules from the abyssal plains |
