I do not see any ambiguity in the statement itself, but I am sure the interpretation of what is 'sinful' would be the epitome of ambiguity.

So he gave his blessing on the condition that "if it requires engaging in [immorality and evil acts]". Yet Khamenei also stamped a law banning Facebook in Iran. Undoubtedly it's an open access media and people are at liberty to post what may be legal, but not morally acceptable to some. As FB is "one of the top ten visited sites in the Islamic republic" it seems the fatwa is following the trend, rather than setting it.
