Mythbusters tried to do that with the electrified rail of a train and failed.  But, they didn't have a real person doing the peeing.  In their test, the stream disconnected into drops when shown at high speed, and the current did not flow.

Electricity can jump 1mm per KV so even a broken stream could conduct given enough voltage. I saw the Mythbuster's episode as well and in the slow-mo the breaks in the stream were major. I'm betting that an actual pee stream would have less gaps and also be more conductive given the electrolytes in pee.
