Between anyone anti-abortion and the ones who will only vote a certain party, there are those who won't be swayed no matter what.
Immigration is just as important to Trumpeteers as abortion, if not more so. That's why we see Trump all over the place on abortion -- he can afford to be murky because that's not the main driver for his supporters. There's also isolationism, but that carries less heft.

They don’t need to shout it at his voters. They need to shout it at the 3% who are still puzzlingly undecided.

All the more reason to shout this out to them. This election is going to come down to turnout, so not even attempting to sway at least some of the undecideds is missing a trick.

ETA - If he never faces an election again why would he honor any commitment to any groups that helped him? If elected, he is beholden to no one. His entire ethos is "what's in it for me?" Wholly transactional.
Assuming he either serves out the term or somehow holds on to power.
