I don't think that phrase means what you think it means... if someone misunderstands what you ask and you have to clarify the question to help them further understand what was asked... well, that's perhaps the exact opposite of moving the goalposts since it's trying to help bring the other party *closer* to the topic, not move the topic further afield.
