When you're high on testosterone, and have no outlet because you're not allowed to marry or masturbate, it causes you to touch people you shouldn't touch. Get rid of that, and it's one less temptation.

Of course hormones play into it, but the root of it has to do with the mental illness or delusion or insecurity of the perp. The hormones are merely the trigger, the act itself is psychology. You don't simply castrate someone, that isn't a solution. The baggage is still there mentally even without the hormones.
