That's a copout. The "soul purpose" of any object is determined only by the individual using it. Knives and arrow heads were designed to cut and kill. Pretty safe until someone decides to do harm people with them. Hell, shoe strings are pretty safe until one decides to put them around someone's neck. Does the issue stand with the individual, the easy of getting a shoe string, or the shoe string manufacturer?

Well, to be quite honest, it would depend on the situation. In the off chance of close combatants in a city setting in Afghanistan (or the like), probably much safer to go with the shoe lace, a knife to the lung, or the sharp corner of a rock to the skull to be honest.
It's all in the end result and question applies to any of the tools in either situation (which no one is willing to answer)
Is the problem that needs addressed an issue that stands with the individual, the easy of getting a shoe lace/rock/knife/gun, or is it the fault of the shoe lace/knife/gun manufacturer or possibly the home owner that leaves deadly rocks laying about?
Pick the root cause and support you choice.

Let's take a looksie at guns first eh? We could certainly enforce the laws currently on the books better and more uniformly than we do, just for starters. After we do that, we'll take a look and see whether or not shoelaces or guns are a bigger problem and prioritize again?
