The suggestion seems to be that a child can never, ever, totally impossible ratchet a semi-automatic to load a round. This presumes that the piece isn't "ready for immediate home use." Given that some of my relatives have shot other people in the ass by simply sitting down I'm not so sure.

Many adults (women mostly) do not have the hand strength to operate the slide. Thus the gun is not capable of firing. 

But don't listen to people who really know guns - listen to the people with emotionally charged and largely fact free stories...

You’re missing the point. Leaving a pistol within reach that a child can’t fire is utterly and completely not the issue. 

But there ARE people who allow children access to weapons they CAN fire. And what generally happens to these people is...nothing. I’m suggesting that making examples out of a few of them by enforcing the law might just possibly reduce the number of children killing their siblings and playmates.

I would say my years as a gun salesman gave me just a BIT more experience observing women handling guns.

I can't say I disagree with you. The problem is we keep getting new laws from the worst possible source - people who hate and do not understand firearns. Laws passed in a panic of emotionalisn - that do little - and as you note- rarely get enforced.

It takes TECHNIQUE to operate the slide on most larger SAO pistols.  Trying to brute strength it when you barely have the strength doesn't work.

You have to LEARN how to do it.

Leaving an unsecured firearm where a child can access it is illegal no matter how much technique it takes to operate the firearm.

There are no clauses in child endangerment and cap laws that say "unless it's super hard to use". If that was a persons defense in court, and it worked, that would be an example of lax enforcement.
