I suppose that depends on what one means by 'freedom', and I'd probably word it that entrenched power structures are most motivated by remaining entrenched. The rest is window dressing.

Yeah, it's six of one, half-dozen of another. Remaining entrenched equates to retaining control. Simply asserting the gov't's right to make such decisions in itself means that they are arguing for the gov't retention of control of very personal decisions.
