Once they think they aren't being watched they'll usually drop most of the impositions, but you never know when a hardliner will pop up...

It's not direct, but pretty close to it. Worldview informs actions, and those actions affect the world.

I've seen plenty of Muslims, both Shia and Sunni, imbibe. I've also heard plenty of Christians use their lord's name in vain, and we all have read about pedophile Catholic priests.
Religious doctrine does not impel religious behavior, obviously.

Well, it does, but even religious people think they can just do whatever they want, or think of something like, "My God won't hold this against me", soooo....yeah. It has the same effect as if they were not religious at all, which kind of makes the whole thing pointless.

No, they're religious. They just buy into the "flawed human" thing and forgive themselves. They still abide other points of their religious doctrines such as halal and haram foods.
Making blanket statements about "religious people" is really sloppy thinking, and you should avoid it.
