The Spanish had been doing something similar in Louisiana though before the French ended up with it and they sold it to us. There was always a problem getting Mexicans to leave Mexico...something which would fucking amaze the conservatards today! When Mexico gained independence from Spain they simply kept doing what the Spanish had been doing and for the same reason. They needed to increase the population. Poor strategic planning on their part.
