We've had the same thing here for over a decade; I worked for Social Security,which is VERY different from the US version.
Here,recipients of unemployment are given job dairies,which contain tear-out vouchers. The person must have a specified number completed each fortnight.The vouchers must be stamped and signed by employers approached and attached to the fortnightly form to receive benefit. This is called 'the work's test. The Social Security Act (1947) states that to receive unemployment (called 'Newstart' here) a person " must be available for and actively seeking full time employment". There are penalties for' failing the works test', such as cancellation of benefit,or delay/ suspension for up to 3 months.These penalties are imposed regularly.
