Those were God's enemies. The Law of moses allowed an eye for an eye, and a tooth for a tooth. In essence one could not go beyond the severity of the wrong commited against you. It was a upper limit, the option was to forgive. This is what Jesus pushed rather than take full avantage of what the law would allow. Nothing change, Jesus simply wanted people to look at it the other way.
exactly jesus/god and ot god were very very very different in their approaches to enemies , OT god was for destruction jesus-god was all about forgiving them (could they be more different?)
