You've misunderstood. That the vast majority of "accidental discharges" are more accurately termed "negligent discharges" is an issue of fact. Guns don't fail at the rate that americans who've shot themselves and others claim they do (they hardly fail at all)..when they call it an accidental discharge. It'll keep you out of jail or civil court though...and that's why it's the go to bullshit response.
