I've never thought that developing policy by following headlines was a sound practice.
It's not. But the headlines seem to generate the most action and play to emotions. If you don't think so, why did the president and every major news source feel the need to address mass shootings? That's when the US gun policy gets the most discussion. If you don't include the mental health aspect in an over all gun ownership policy you'll see less support.
