You're putting a powerful tool in the hands of a person that cannot be regulated, who would fix things that they deem 'wrong' and cause other wrongs in place. Doctor Who does a decent job of time travel... because he's a fictional character. A real person would be the last thing I would see with the ability to control where they are in time.
