I wasn't there if that is what you want to know. As for his dream, I guess it works both ways. There has to be a great deal of give and take from BOTH sides; the government and the citizens. There is no point in creating communities otherwise it will just alienate the community and the government even more, to the point that the point of no return will be reached and then that will be it.
If black communities, Indian communities or Mexican communities want a working model, then the Chinese model works quite well. They are pertty close-knit but seldom any trouble. I say this as I lived near to a large Chinese community (studied their martial arts and some of their language too along with their culture) and I live next to a large Chinese/Cantonese/Thai, Cambodien and Vietnamien communities in Paris. My gf being half Vietnamien and half Armenian. Furthermore, plantations or more to the point Slavery; was not only a "white", issue, but also an Arabic one, not in the United States but elsewhere in the Middle East:
