Because in smaller populations people know each other. The ranger my uncle fought was at the house the following weekend hanging out.. while the cop who arrested him was a complete stranger. You are less apt to shoot someone whom you know is not meaning to kill you to get out of some trivial BS.
In a city of hundreds of thousands if not millions it is not possible for a few thousand officers to get to know everyone.
Take the race componet out of it moron. and put in the specifics as to why this man was shot over that one. Judge that and nothing else.
