Yup. I have a few of those. But I think it'll take a bit more rubber insulation than that, like thick rubber gloves in addition to wearing rubber boots. Just to be sure. Ladders can be pretty heavy. Once atop the wall how will they get back down to the other side? Will they jump down 18 feet? It's a bigger drop than some would think. It would also take a bit of strength and coordination to pull the ladder up from one side of the wall and to slide it down set against the other side of the wall, even for two people working together.
I'd use rope, myself. Lightweight, strong, flexible ... I'd tie it around the steel bars holding the razor wire.
