No, people have a choice. It just so happens that the corruption that power breeds is tempting, and tends to get the better of most, if not all weak men and women, as well as some of the strong.
If you're frightened of dying, and you're holding on, you'll see devils tearing your life away. But if you've made your peace, then the devils are really angels, freeing you from the Earth.
