It's strange how often we insist that personal responsibility turn to collective guilt when the cops fuck up. Oddly enough, that collective guilt always flows away from a cop, and a group of cops, onto the communities they fail. If the cops would like to insist that they are incapable of doing their jobs because people are just too violent, and too unruly, and not sufficiently deferential...I can only interpret that as a letter of resignation.
