No, perfection does not exist, but training does and people's performance improves with training.  That's why athletes train so much.  The more they train, the better they get.

And you have already made multiple excuses for these bad cops, so clearly you don't expect or even want them to be held accountable.  If you do, just say so.  Currently they are protected from most of the things they do while on duty and that's the kind of thing we would like to see changed.
