It is a thing. Now, if we mandated them going forward, and at the same time prohibited the transfer of dumb guns, we would come to a point where most if not all guns are smart guns.
Now, a large number of America's firearms homicides are committed by stolen guns. I hope it's apparent what benefit smart guns would provide to combat this aspect of firearms violence. Another thing is that it would also enable stricter control of weapons sales. If we made the guns such that you'd have to take it to an FFL holder to reprogram, you could ensure that even in private sales, a background check is performed. Another benefit would be that cops could not have their guns taken and used by criminals in a struggle.
So yeah, you should read up on them. Over the long term, they could provide some amelioration of America's gun problem.
