While it’s perfectly true that gun enthusiasts could resell the guns for more or refurbish them, that isn’t the motivation (if it were, no one would participate in the buybacks). While it’s also true - I assume -that people could simply hand these guns over to the cops for free, the gift cards are an incentive.

They actually couldn't get more money elsewhere, in mere reality, at least not legally.
People who want guns tend to have them, and gun ownership in the us is condensed into what are termed super users - such as myself. If you're highly motivated to sell a cheap ass pistol to a superuser...you're going to have a bit of trouble finding one that wants to buy it. That's why they sell them to criminals..instead. Because they can get more for them, from the criminal, than they can from the super user who has a closet full of guns and can easily acquire more (and better) firearms.
The objection itself betrays this reality when we say we can't imagine anyone selling [the kind of guns they sell] for those prices [other people buy and sell guns for]. Well..no shit. We're not dealing with desperate people as a criminal fence to trafficked guns, we wouldn't buy or sell at that rate or from those people or to those people...but it hardly matters, since you're neither the likely seller nor the likely purchaser, and our guns are not the guns that show up in trace data. The guns that show up..in every state, in trace data, however - are those kinds of guns, sold by and to those kinds of people.
Bottom line, if you don't wanna sell your guns in a buyback...you don't have to - that's the difference between a buyback and a confiscation with fair value reimbursement (which, btw, the gov could just price at the value of the raw materials, lol ) and nothing of value will have been lost, and your hesitance to sell will not impact the effect of the buyback.
