All violence in the bible is instigated by man and God intervenes only to punish and prevent it.
If this was true, God would conspire only to kill the specific individuals guilty of wrongdoing. An omniscient being should have no trouble doing that. But, either he's lazy, stupid, or wicked (or all three), so he simply wipes out entire populations. In fact, he gives his band of murderers specific instructions to kill children and women and livestock.
