Reducing it to a misdemeanor instead of a felony is not exactly "de-criminalization." De-criminalization would be where the cop says "have a nice day." Still, one has to think that Portugal is heading in the right direction especially when compared to the US where "prisoners" are merely assets for the judicial industrial complex.
