1) The higgs field permeates everything, there is nothing presently known to us that could shield it. It would require something like the wall of a false vacuum bubble to shield it, or temperatures many orders of magnitude above anything in nature. When a particle such as the electron moves, it ever so often feels a little tug by the higgs field changing the way it propagates, thus being forced to travel below the speed of light. Same for the quarks and electrons in a plank of wood. If those electrons didn't regularly interact with the higgs field, they would lose their mass
and matter would be annihilated.
