I think that's the reason she's upset.

I understand why she is upset, but I also understand why the state would want to discriminate.

I could see the state banning the plate, "WHTEPWR" and allowing "BLCKPWR". The first is more likely to incite violence than the second.

No.

Are you seriously comparing atheism to racism?

Whether its a license plate or a bumper sticker, the person who applies for it accepts that there are dickheads out there that could possibly deface their property. It's none of the state's business.
"There remain four irreducible objections to religious faith: that it wholly misrepresents the origins of man and the cosmos, that because of this original error it manages to combine the maximum servility with the maximum of solipsism, that it is both the result and the cause of dangerous sexual repression, and that it is ultimately grounded on wish-thinking." ~Christopher Hitchens, god is not Great

Atheism is not the same as racism. However atheism and racism can both induce violence. Just because they are not the same does not mean they can't share similar artifacts.

The state has an interest in not stirring up unrest. The plate is the property of the state. State property should not be used to stir up unrest.

Last, I'll repeat myself that the state should either allow all speech on its plates and accept the consequences thereof or not allow any speech on its plates. These games of deciding what speech is okay and what isn't allows too much room for abuse.

Hmm...I personally don't care why the state would want to discriminate. I just don't think they state should be allowed to discriminate.

So Louisiana shouldn't prevent a plate that reads "LA SUCKS" from being issued?

I didn't say it was alright. I said I could see a state doing it.

Alright for me is no speech on plates or unfettered speech on plates.

To be perfectly clear, atheism doesn't induce violence or unrest. Don't make atheism liable for the deeds of the moronic theists who might possibly deface private property because someone has the audacity to believe differently than they.

Also, let's not pretend that the state has a massive asset in vanity plates. The person the plates are issued to is liable for the damage anyhow. Add to that the probability that the plates are the thing someone would vandalize and not the car itself...

And all you have are ridiculous excuses for discrimination.

I find the idea that unrest might be caused by announcing their Atheism frankly terrifying in and of itself!

Seems a pretty common thing in the US, especially in areas where the god squad reside.
