Heywood, I'm not buying your theory on why the state won't allow atheist expression on a license plate. The state has very rarely gotten away in recent decades with trying to prevent controversial opinions from being expressed (eg:. Westboro Baptist Church, White supremacists marches, etc.) Actions and expressions which are far more likely to incite violence than expressing one's atheism on a license plate have consistently NOT been prohibited by state governments.
