I've read this article and my reaction to it is, wtf??

What do you guys think of this article?
Should the corrupted people who stole millions of euro (or more) from people's taxes be simply "forgiven"? Should politicians who refused to provide money for hospitals to have the necessary tools and closed other hospitals in order for themselves to gain more money (from the taxes that would've been sent to them), should they be forgiven? Should politicians who've been keeping the teachers and hospitals of the public institutions on miserable salaries, while they were voting in the parliament for higher pay for themselves and were practicing corruption as a norm, be simply forgiven?
And is this really a MANIA (i.e. bad insistence) for justice, or it is normal? From what you read, do you see the justice system like another form of dictatorship?
How would you evaluate the possibility that the justice system might be sloppy about judging the politicians and businessmen and thus throw even innocents to jail? Whom or what would you support / thrust?
