Have you ever spoken to a father about religion or politics? these subjects can be broached eaisily and he will likely still be a human. However once you start talking about his daughter his brow becomes ape like and his arms become longer and hairier as he says "that's my daughter and i'll go to prison to protect her." now imagine a whole country of men who think like that and old ladies that don't like the younger competition, all who write our laws, and there you have the reason. Now to add to that the good food and other factors of early maturity for teens and you have 12 y/o walking around claiming to be 16 and getting away with it. Then on top of that it is very natural for these girls to ignore boys their age due to vast maturity differences (physical and mental) and go for "men".
You almost never have this reaction to a boy of say 14 getting laid. infact the dad might say "good job son dont get her pregnant." These attitudes are reflected in our laws and how they are enforced. although it is illeagal for any underage person to have sex it is somewhat rare for anyone to care or reported it if that someone that got lucky is male. A true pedophile as defined by science is someone who finds prepubecent children sexualy atractive. those people have real problems and if they are willing shoud recieve help but all too often the dont ask for help and so must be imprisoned.

Sadly, this sort of shit happens a lot. I have a cousin in Wisconsin who was arrested on a similar charge. He was a senior in High School and he hooked up with a girl who didn't tell him she was really fourteen. He broke it off when he found out. That didn't stop the cops.

I think the law here in Oregon is fairly sane on the subject of statutory rape since it requires not only that the child be below a certain age but also a substantial age gape between the partners. So no 15 year old could be convicted of statutory rape for having consensual sex with a 13 year old here. But the 19 year old in your news story still would be. I wish that the reasonably perceived age of the victim were taken into account in these cases.
I grew up in a college town and from twelve on college boys asked me what my major was. Mostly they were good guys and when I told them my age they retreated like they'd been burned. Once on a ski lift at the ripe old age of 16 or so I had a conversation about the Boulder school system with a nice young man, only to discover he thought I was a teacher like him, and not a student. If he could have jumped off that lift he would have.
I have a 17 year old daughter who has been mistaken for a teacher at choir and debate events since she turned 15. If she wanted should could sustain the deception for quite a while. Had I wanted to, I could have fooled them all. The point being that judging ages is just not that easy, and extreme penalties for miss judging are insane.
