That makes no sense. It reminds me of the parts in the bible that say children will be punished for their parent's crimes? What is with this idea of getting people involved who have pretty much nothing to do with it? As if a 15 year old girl should have done something to stop her older brother from moving up in the world? Because she doesn't have enough on her plate already.
Obviously this is appaling, and these rapists need to be severely punished.

Even if it didn't happen, it's still a believable scenario. If it did happen, many people wouldn't be entirely surprised, even if they are appalled.
