The bottom-up only notion that consciousness is generated by neural substrates earns its lunch be virtue of being a natural explanation, the only kind under consideration by academic science. You might be able to stir up some interest in a top down, supernatural to natural kind of explanation in the theology wing of academia. But natural explanations are the only kind which fall within the domain of science.
