It's a great way to funnel money out from where there's alot of it...but also a lot of annoying "oversight"......into a place where it can be more efficiently and conveniently distributed. OFC, there's a transaction cost involved, "fixing a dam".

The case could be made, that getting our crooks in office to put their fingers back in the traditional pies of domestic infrastructure would be a net gain, at this point, being in such a sorry state as they are. If the best we can do is spend a dollar on a dam for every five we dole out in kickbacks I'll fuckin take it. Compromise. We can deal with those sons of bitches if and when the river is no longer looming over our heads. Go fix afghan dams too...fuck it, fix all the damn dams....as long as ours are included.

You seem to be playing both sides of the fence here. You complain about paying for this but you also think it's a good idea because you liberal politicians are for it.
